Think of him as a warden with a mind for systems and data analysis. His philosophy is to ensure best practices are considered in the implementation of operational standards while minimizing risk factors and achieving strategic goals.

With over 30 years of experience in the field of corrections, Tom has been involved in virtually every facet of correctional management including central office leadership, facility management, accreditation, training and education.

He has served as Deputy Chief of Administration for the Illinois Department of Corrections, warden of multiple correctional institutions over a period of ten years, and Accreditation Auditor for the American Correctional Association for nine years. He has spearheaded the creation and implementation of an agency-wide strategic plan.

Tom has been instrumental in the completion of a staffing analysis on 50 correctional facilities in Puerto Rico as well as several major jails throughout the United States. Before joining MGT, he helped create an agency-wide Automated Intelligence System to monitor and systemize data collection on high risk activities, developed and operated the largest residential drug treatment facility in the State of Illinois, and coordinated the evaluation and introduction of security technology into the Illinois Department of Corrections. Tom’s track record includes planning and implementation of effective operational systems for correctional facilities and has proven to be adept at analyzing risk factors and making fiscally responsible recommendations.
