Alan leads MGT of America’s criminal justice and public safety practice. He specializes in program evaluations, performance reviews, and organizational assessments and staffing studies. Alan has overseen a wide range of projects from police department performance audits and organizational assessments of state prison systems to complex program evaluations. The results of these projects include extensive narrative reports detailing study methodologies, describing databases and information analyzed by project teams, and outlining recommendations that describe the fiscal implications and implementation plans of the recommendations. And most importantly, the projects saved money, improved the use of government resources and enhanced service delivery.
Before joining MGT, Alan helped create the groundbreaking Texas Performance Review (TPR) and served as its first director. A division of the Texas State Comptroller's office, TPR under his guidance produced three comprehensive reports outlining nearly 2,000 specific recommendations for improving state government operations and saving taxpayers $10.4 billion, including proposals to reduce and reallocate staff positions, increase employees’ skills through improved training and experience, and improve the state's ability to manage its assets, including state facilities.
